    Asia's coastal nuclear plants: Disaster-in-waiting?

    Earth Changes 2013 - Daily Updates - Page 10 Nuclea10

JAKARTA, Indonesia — The skeleton of what will soon be one of the world's biggest nuclear plants is slowly taking shape along China's southeastern coast — right on the doorstep of Hong Kong's bustling metropolis. Three other facilities nearby are up and running or under construction.

Like Japan's Fukushima Dai-ichi plant they lie within a few hundred miles of the type of fault known to unleash the largest tsunami-spawning earthquakes.

Called subduction zones, these happen when one tectonic plate is lodged beneath another. And because the so-called Manila Trench hasn't been the source of a huge quake in at least 440 years, some experts say tremendous stresses are building, increasing the chances of a major rupture.

Severe hailstorm kills 17, injures 150 in China
April 18, 2011 – BEIJING – Seventeen people have been killed, more than 150 injured and many millions affected by strong storms in southern China. Driving rain, gales and hailstorms have caused havoc in the southern Chinese province of Guangdong. China Central Television has already estimated economic losses of around $8 million. The strong storms dumped more than 50 millimetres of rain on China’s industrial belt known as the “factory of the world”. Some of the injured were hit by collapsed walls and falling objects. Guangdong provincial government has dispatched a disaster relief team to examine the worst-hit areas. Emergency services are now focusing on inspecting damaged buildings to make sure they are safe. –ABC News.au

Antarctic air to bring snow showers to parts of New Zealand
April 18, 2011 – CHRISTCHURCH, Nz - Freezing Antarctic air is moving up the country today bringing high winds, heavy rain and snow showers to parts of the country. MetService has issued a severe weather warning for Wellington, the Wairarapa and Marlborough, with winds expected to reach up to 120km/h in the middle of the country today. “We expect winds to pick up around Kaikoura this morning and Wellington and the Wairarapa from midday,” forecaster Gerard Barrow said. MetService warned winds of this strength have the potential to lift roofs, topple power lines and trees and make driving hazardous. “We also have a watch issued for strong winds for the East Cape and Gisborne and for Auckland as well,” Mr Barrow said, adding the winds can be expected in Auckland from mid-morning and for the east of the North Island this afternoon and evening. Rain is expected for the entire country – apart from the West coast and Nelson – with heavy showers forecast across the North Island. In Christchurch temperatures have dropped, with heavy rain in the city overnight. Mr Barrow said it will definitely be cold in Christchurch today. Temperatures are expected to rise from 7 degrees Celsius this morning to 10 degrees today, but will drop to 2 degrees overnight and possibly as low as zero in sheltered areas. But Mr Barrow said after today’s cold snap, temperatures will improve for the rest of the week. Civil Defence national controller John Hamilton warned surface flooding was possible, as fresh silt has been brought up in some eastern areas through liquefaction following Saturday’s 5.3 magnitude aftershock, blocking drains. Meanwhile snow has fallen in parts of Southland and Otago down to 400m and the Southern Alps to 500m overnight. Snow is also expected for Mt Ruapehu today, falling possibly as low as the Desert Road. Road snow warnings are in place for Milford Rd and Lewis Pass, as well as Desert Road, where there was sleet overnight. Snow showers have cleared on Lindis and Porters Pass following snow overnight. –New Zealand Herald

    3,200 Gulf Wells Unplugged, Unprotected
Leaks Could Threaten Same Waters Fouled By BP Spill

More than 3,200 oil and gas wells classified as active lie abandoned beneath the Gulf of Mexico, with no cement plugging to help prevent leaks that could threaten the same waters fouled by last year's BP spill, The Associated Press has learned.

These wells likely pose an even greater environmental threat than the 27,000 wells in the Gulf that have been plugged and classified officially as "permanently abandoned" or "temporarily abandoned." Those sealed wells were first tallied and reported as a major leaking threat in an investigative report by the AP in July.

The unplugged wells haven't been used for at least five years, and there are no plans to restore production on them, according to the federal government. Operators have not been required to plug the wells because their leases have not expired.

Fires burn across Texas with no end in sight

    April 19, 2011

    http://edition.cnn.com/2011/US/04/18/texas.forest.fires/index.html?hpt=T2

Dallas (CNN) -- Sara Rogers-Smith considers herself one of the lucky ones.

She, her husband and two kids were allowed to return to their home Monday and found it in one piece after a wildfire swept the area. Some of their neighbors were not as fortunate.

"We definitely feel lucky," Rogers-Smith said in a telephone interview from her home in southwest Austin. "The wind was blowing in the complete opposite direction of our house."

Have you been affected by wildfires? Send photos, videos

She said several other homes in her area were damaged and that at least two were burned to their foundations, leaving just metal and ash as reminders of what was.

Dozens of large fires continued to burn out of control Monday in Texas in what officials have described as unprecedented conditions that show no signs of abating soon.
    Hundreds of fires threaten Texas

"We're experiencing conditions never seen in Texas before," said Marq Webb, a spokesman with the Texas Forest Service. "Yesterday, we had 1,400 people and that number will go up today," he said in a telephone interview Monday from the service's incident command center in Merkel just west of Abilene.

    Perfect storm for wildfires

In all, the Forest Service has been asked to help battle fires covering some 700,000 acres, said Webb.

Thirty-one fires were being fought in East Texas; another 11 fires in West Texas, officials said.

"We've had 19 consecutive days of just super-dry weather, relative humidities in the single digits," said Forest Service spokeswoman C.J. Norvell in Midland. "What we're seeing right now is winds that are typical of spring, but everything else is typical of late summer -- no rain, vegetation that's just super dry. When you combine those two, it really has not boded well."

The Wildcat Fire just north of San Angelo has led to the evacuation of hundreds of people from their homes, Norvell said. The same fire threatens three small communities just north of San Angelo -- Robert Lee, Bronte and Tennyson, she said.

A predicted change in wind direction from south to southwest could worsen the prognosis, she said. "This little change is going to test some infrastructure and fire lines that we've set up," she said.

The fires have a variety of causes -- some of them acts of nature, such as lightning strikes -- but most of them acts of man, said Webb. Those include anything from fence welding to debris burning, despite the fact that burn bans are in effect for 195 of the state's 254 counties, he said.

Texas authorities have made an arrest in connection with one of hundreds of blazes scorching the state in what a Forest Service official called the "perfect storm for wildfires."

A man was arrested and charged with reckless endangerment, which is a felony under Texas law, Austin Fire Department Battalion Chief Palmer Buck said early Monday. The man, whom authorities did not immediately identify, was being held under a $50,000 bond.

According to Buck, the man started a campfire at a homeless camp in a remote area, which got out of control and prompted evacuations. The fire burned about 60 acres.

"We're experiencing conditions we've never seen in Texas before," he said. "We have a huge area of Texas with abundant fuels and they are tinder dry -- and I'm talking about probably half of the state."

Monday's forecast was worse than Sunday's, "and tomorrow's supposed to be worse than today," he said. Though temperatures are expected to dip Wednesday, they were predicted to ramp back up on Thursday and Friday.

Such weather has taxed the resources available to fight the fires. "We're stretched pretty thin right now," Webb said.

Conditions this spring are the driest they've been in Texas since 1917, said a Texas Forest Service spokeswoman.

Authorities have responded to 7,807 fires across more than 1.5 million acres since this year's wildfire season began, Gov. Rick Perry wrote over the weekend in a letter to President Barack Obama. Perry requested that the federal government declare Texas a disaster area. Fires have affected all but two of the state's 254 counties.

Perry noted that one firefighter has died and 18 others have been injured, while 244 homes have been destroyed and another 8,514 threatened residences "saved."

CNN affiliate WFAA in Dallas-Fort Worth reported Bill Morris was one of the many Texans forced from his home by the fires. He spoke to the station as he was putting photographs and his wife's jewelry in the car, preparing to leave -- again.

"I've spent the night in a hotel three different times. And then I'm told I can come back, and come back just to get evacuated the next day," he said.

In the Possum Kingdom complex west of Fort Worth, approximately 90 head of cattle were killed by the fire, said Webb.

In southwest Austin, 10 homes suffered major damage and six suffered minor damage in a 100-acre area, said Matt Curtis, a spokesman for Mayor Lee Leffingwell. Curtis said Monday morning that the fire was contained, though firefighters were expected to spend the day looking for potential flareups and hot spots.

"Luckily, this fire happened in a somewhat unpopulated part of that neighborhood," he said. The multi-jurisdictional effort included the Austin Police Department, the Austin-Travis County Fire Department, the Austin-Travis County EMS, the Travis County Sheriff's Department and the Texas Forest Service.

"The mayor, who has lived in Austin all 72 of his years, described this as the largest fire he had ever seen in Austin and largest multi-jurisdictional effort," said Curtis.

Alps records worst April snow cover ever

The Alps has the worst snow cover ever recorded for April thanks to the spring heatwave.

The unusually high temperatures coupled with the latest Easter for 68 years mean a disastrous end of season for many businesses, particularly those in lower resorts. Snow depths are up to 80 per cent less than average.

This follows record-breaking temperatures across the Alps in both January and February.

Season staff have been laid off early and many resorts have been forced to close already because of the lack of snow.

In France, the ski resort of Chamonix recorded the hottest April day since records began in 1951 when the mercury hit 79.5F (26.4C) on April 9.

In Bourg St Maurice temperatures have soared to 83.5F (28.6C) and at the snow research centre in the Chartreuse the hottest April temperatures for 40 years have been recorded.

FDA: Hand Sanitizers Do Not Prevent MRSA Infection

You can't always believe what you see on a label. The FDA accused four hand sanitizer and antiseptic companies Wednesday with making false claims that their products prevent the potentially-lethal MRSA infection.

Tec Laboratories' Staphaseptic First Aid Antiseptic/Pain Relieving Gel, JD Nelson and Associates' Safe4Hours Hand Sanitizing Lotion and Safe4Hours First Aid Antiseptic Skin Protectant, Dr. G.H. Tichenor Antiseptic Co.'s Dr. Tichenor's Antiseptic Gel and Oh So Clean, Inc. CleanWell Company's CleanWell All-Natural Hand Sanitizers all are under the FDA's microscope for the alleged false claims.

Statements such as "Kills Staph and MRSA," "KILLS OVER 99.9% OF MRSA, STAPH AND STREP," and, "essential plant oils proven to kill 99.99% of germs including MRSA, Salmonella, Staph, and E.coli." are not approved by the FDA and must be removed from labels, websites and promotional materials, according the FDA's warning letters.

SF Planners Approve Treasure Island Development
    Posted: 9:50 am PDT April 22, 2011

SAN FRANCISCO -- A proposed $1.5 billion neighborhood on Treasure Island was given the green light in a close vote by planners, but the plan still faces hurdles.

San Francisco's Planning Commission voted 4-3 on Thursday, split along commissioners appointed by the mayor and those appointed by the city's Board of Supervisors.

It will be next considered by the supervisors.

The plan includes 8,000 residential units and a 450-foot high-rise on the island located in San Francisco Bay between the city and Oakland.

Critics say the man-made island would not fare well in an earthquake and that the project would increase traffic on the San Francisco-Oakland Bay Bridge.

Supporters say developing these 400 acres in the middle of San Francisco Bay is a unique opportunity.

Shutdown of Georgia nuclear reactor traced to failed breaker

Atlanta (CNN) -- A failed breaker caused this week's automatic shutdown of a nuclear reactor at Vogtle Electric Generating Plant in Georgia, the plant's owner said Friday.

"This is a maintenance issue, not a safety issue," said Carrie Phillips, public affairs manager of Southern Nuclear, a division of the Southern Co.

"Southern Nuclear has replaced the breaker that failed, and as a conservative measure we have replaced all the components that could have caused the breaker to fail," she said.

Once the replacement is complete, the reactor will be restarted, Phillips said. She declined to say when that would be.

Endangered whales gather in unprecedented numbers

Boston (CNN) -- What scientists say is the largest concentration of endangered right whales ever spotted in one location is giving researchers an unusually rich opportunity to study the animals and their feeding habits.

But the gathering, an annual affair in the chilly spring waters off Cape Cod Bay in Massachusetts, also raises the threat of boats striking the 70-ton mammals, according to the state Division of Marine Fisheries. The agency has posted an advisory to boaters urging them to be on the lookout for the whales and steer clear.

Scientists believe that there are only 450 right whales in the world but say the numbers have been slowly recovering since commercial whaling of the species was banned more than 70 years ago.

The more than 100 whales counted in the bay this month is the largest number recorded in one place, according to the Provincetown Center for Coastal Studies in Provincetown, Massachusetts.

"We're looking at an exceedingly rare animal in unusual numbers in one of their last critical habitats," Charles Mayo, a scientist at the center who studies right whales, said Friday.

Why so many in one place?

In a word, food, said Mayo. One way or another, the whales caught wind of a unusually rich repast of plankton available in the waters of the bay and arrived to take advantage of the easy dining, Mayo said. The plankton bloom often occurs, but it's been particularly rich and long-lasting this year for unknown reasons, he said.

There have been no boat strikes on the many whales contained in the bay's waters, said Dan McKiernan, deputy director of the state Marine Fisheries Division.

In fact, the last known fatal strike on a whale in the area happened in 1999, he said.

State and federal law makes it a crime to close within 500 yards of a right whale, according to the state Marine Fisheries Division.

Seeing so many right whales in the same place is encouraging for researchers, even though they are well aware that the species is on the road to recovery after dipping in the early 1900s to as few as a handful of breeding females and male suitors.

It's also a spectacle for the public, Mayo said. The whales feed on the surface and can be seen from shore, he said.

"Anytime you see a whale from the beach that's actually alive, it's pretty exciting," he said.

The whales should begin trickling out of the bay sometime in the next few days heading for deeper waters offshore, Mayo said.

Oakland-Based Christian Radio Network Claims Judgment Day Is May 21

    Posted: 9:42 am PDT April 22, 2011

OAKLAND, Calif. -- Judgment Day is just less than a month away - that is, if billboards that have popped up recently around the Bay Area are to be believed.

The billboards, placed around the region by Oakland-based Family Radio Worldwide, claim that May 21, 2011 is the date that God will destroy the world because of the sins of mankind.

Harold Camping is the founder of the nonprofit Christian radio network, which includes KEAR 610 AM in the Bay Area.

Camping says on the network's website, www.familyradio.com, that evidence in the Bible shows that May 21 is "the date Christ will return for His people and begin a period of the final destruction of the world" that will end on Oct. 21.

Critics of Camping's theory point out that he previously predicted that the world would end in 1994.

On his website, Camping acknowledges making the prior prediction, but said that was due to a misunderstanding he had about a verse in the Bible.

The network paid for billboards, which have been seen in San Francisco and in the East Bay. Family Radio's website says the network has placed billboards throughout the U.S., and has also sent out volunteers across the country to spread their message.

For more information about Camping's Judgment Day theory, visit www.familyradio.com.

Thanks. I consider Armageddon to be a planned earth change, and had found elements of change in all of my posts (e.g. potential change, possible change, how things have changed or not changed at all, such as with the oil on the beaches). Even so, I get that there is a subtle distinction here, and the articles I have posted are not the flavor of the thread. As such, I shall endeavor to be more sensitive in regard to this matter.

Somalia drought leaves one in four children hungry - UN

Children in Somalia are suffering some of the highest malnutrition rates in the world, says the United Nations as drought continues to affect the country.

An UN official told the BBC about two and a half million people had been affected.

She said there had been complete crop failure in southern Somalia and that many had lost their livelihoods.

The country has also been ravaged by two decades of violence.

Many people are leaving rural areas to search for work in Somali towns, while others are quitting the country altogether - going to Kenya and Yemen, said Grainne Moloniy of the UN Food and Agricultural Organisation.

"One in four children is malnourished - that's one of the highest rates in the world," she told the BBC's World Today programme.

The rains have either failed or been inadequate for several seasons, fields are parched, and livestock - the mainstay of the economy - are dying.

People are become more dependent on remittances from their Somali relatives abroad, Ms Moloniy said.

However, the Somali diaspora has been hit by the global economic crisis, and in the past few years has been unable to send as much money home.

UN agencies and other humanitarian groups are also short of funds - the UN has only raised a third of what it needs for food aid for Somalia, Ms Moloniy said.

With no end to the drought in sight, and insecurity continuing in many parts of Somalia, it is likely the situation will get worse before it gets better, says BBC Africa analyst Mary Harper.

The country has experienced more than 20 years of conflict, with Islamist insurgents fighting forces of the transitional government, backed by peacekeepers from the African Union.

Thousands Evacuate as Missouri Town's Levee Threatens to Burst

    http://online.wsj.com/article/SB10001424052748703856704576285582844155012.html

Police in Poplar Bluff, Mo., ordered the evacuation of some 1,000 residents amid concerns the town levee could breach at any time.

On Monday, water from the rain-swollen Black River was already pouring over the top of the levee, threatening about 500 homes in the town of 17,000 people about 150 miles southwest of St. Louis.

"Once it tops it and flows over it, all indications are that it could breach imminently," said Deputy Chief Jeff Rolland. The same levee breached in 2008, flooding the same neighborhood, he said.

The river has been rising for the past week amid day after day of heavy rains. Three to five inches of rain were expected Monday evening, with three inches forecast for Tuesday.

"We need a break from Mother Nature," Mr. Rolland said.

Many residents were packed into the town convention center, while others moved in with friends or family. Police went door to door during the day Monday to order the evacuation, but some people stayed behind. "There are always stragglers," Mr. Rolland said.

Hot weather forecast for Texas as battle against wildfires continues
    By the CNN Wire Staff
    April 25, 2011

    http://edition.cnn.com/2011/US/04/25/texas.fires/

Dallas (CNN) -- Hot, dry weather returns to Texas this week, whisking away the limited relief scattered thunderstorms brought to firefighters in parts of the Lone Star state over the weekend.

In a trifecta of potentially bad news for fire crews, the Texas Forest Service said a low-pressure system will push temperatures into the 90s, humidity to 10% or less and winds up to 45 mph on Monday and Tuesday.

The conditions have prompted the National Weather Service to issue a red flag warning for a large portion of west Texas, urging residents to avoid the use of open flames and to avoid activities that may generate sparks.

Because of the hot temperatures, bone-dry conditions and high winds, "accidental ignitions will have the potential to grow quickly into dangerous wind-driven wildfires," the weather service said.

The system will bring with it a chance of precipitation. However, rain accompanied by thunderstorms can be a mixed-blessing for firefighters, since lightning can ignite new fires.
Forced out by fire, evacuees come home
One such fire scorched nearly every inch of a 10,000-acre north Texas ranch, about 70 miles west of Fort Worth.

The Cormack family has raised cattle near Strawn for a quarter century, but now are coping with the loss of 15% of its herd and nearly all of its grazing land.

"Its something you can't really explain. This is home," Justin Comack told CNN's Patrick Oppmann. "I know a lot of people think ... it's just land, but you know this is my backyard and we ran cattle out here since I was a baby."

Some of the cattle were nearly incinerated by the fast-moving flames. All Cormack can do is number the carcasses with green spray paint, take their pictures and log their GPS locations, hoping the family eventually will be compensated for its losses.

Even for the surviving cattle, the road will be tough -- many suffered burns and may have to be put down.

Grazing land has become a precious comodity, with most of the landscape charred following the fire.

"We've been really lucky that we have friends all over and people, strangers that come together and donate as much hay as they can," according to brother Jake Cormack, who said he's looking for grass leases to feed his herd until "we can get over this hump."

The Forest Service responded to 17 new fires over the weekend, but the blazes were slowed by storms that brought softball-sized hail and reports of tornadoes.

The largest of these new fires is the Pipeline fire in Tyler and Hardin counties. Covering some 7,101 acres, it was caused by an oil well flare. National Park Service personnel were involved in the fight against the blaze and it is now 90% contained.

Wet weather over the past few days helped firefighters maintain control over many of the fires burning in the state, the Texas Forest Service said.

The largest of them is the 207,660-acre Rockhouse fire in Jeff Davis County, which is 75% contained as of Sunday night. Firefighters had to abandon the fight against the conflagration in the Davis mountains, according to an update from the Forest Service, because of concerns about safety and a lack of reliable communications. The agency said the difficult terrain made use of bulldozers impossible and aerial resources had proved ineffective.

The PK Complex of fires burning west of Fort Worth is now 50% contained, assisted by significant rainfall, the Forest Service said. On Sunday, crews worked on constructing lines through the 126,734-acre fire. The also burned pockets of vegetation around the fire's perimeter.

The 159,308-acre Wildcat fire in Coke County, north of San Angelo, is 75% contained. On Sunday, crews were able to focus on patrol and mop-up operations, according to the Texas Forest Service.

West Texas averages nearly 15 inches of rain a year, according to David Hennig, a meteorologist in Midland. Over the past six months, just 13-hundredths of an inch of rain have been recorded in that part of the state.

While October through March is typically the dry season, that amount of rainfall is far below what it should be, Hennig said.

Two firefighters have died since the latest outbreaks began, with numerous others injured, state officials said.

45 more tornadoes in latest outbreak: death-toll climbs to 11
April 27, 2011 – MEMPHIS – The outbreak of the latest round of severe storms pounding the south has claimed another life. The Monday night storms the extended into a violent Tuesday hit the town of Vilonia, Arkansas the hardest. The initial death toll of 5 had doubled during the damage assessment yesterday in a combination of tornadoes and flood water. Northwestern parts of the state had over 15 inches of rain since Easter weekend. Overnight, another storm rolled through eastern Arkansas and killed a person in their Sharp County home. The state capital Little Rock was also hit, as a local grocery store had its roof ripped off. The latest death total is up to 11, with more still missing. On Tuesday, another 40 tornadoes were reported by the Storm Prediction Center. The National Weather Service now says 45 tornadoes were reported. The hardest hit region was once again from East Texas through Arkansas. Another potential tornado led to damage in central Michigan. –Examiner
