A NEW THREAT TO THE OZONE LAYER: High above Earth, more than 20 miles above sea level, a diaphanous layer of ozone surrounds our planet, absorbing energetic ultraviolet rays from the sun. It is, essentially, sunscreen for planet Earth. Without the ozone layer, we would be bathed in dangerous radiation on a daily basis.

For more than 30 years, the Montreal Protocol has regulated ozone-destroying chemicals, allowing Earth's ozone holes to heal and shrink. But there's trouble on the horizon. An international team of researchers led by David Oram of the University of East Anglia has found an unexpected, growing danger to the ozone layer from substances not regulated by the treaty.

The danger comes from a class of chemicals known as "chlorocarbons." Dichloromethane is an example. It is used in paint stripping, agricultural fumigation, and the production of pharmaceuticals. Over the past decade dichloromethane became approximately 60% more abundant. "This was a major surprise to the scientific community and we were keen to discover the cause of this sudden increase," says Oram.

Developing economies in East Asia appear to be the source. "Our estimates suggest that China may be responsible for around 50-60% of current global emissions [of dichloromethane], with other Asian countries, including India, likely to be significant emitters as well," says Oram.

Dichloromethane and similar chemicals were not regulated by the Montreal protocol because they were thought to be too short-lived to reach the ozone layer. However, East Asia has a special pattern of circulation that can push these chemicals skyward, very rapidly. It's a two-step process: Cold-air surges in East Asia quickly carry industrial pollution into the tropics. "It is here that air is most likely to be uplifted into the stratosphere (where ozone is located)," says co-author Matt Ashfold of the University of Nottingham Malaysia Campus.

A big dip in the jet stream will help form the storm, which will gain strength so fast it will qualify as a weather 'bomb' - a phenomena that sees pressure drop by at least 24 millibars in 24 hours in a low pressure area.

The storm's low pressure area will connect to a region of tropical moisture dipping far to the south and southwest, all the way to Cuba, near the location of a tropical weather disruption, which means the Northeast will receive tropical-like downpours.

This will be a departure for a very mild fall season that hasn't featured the usual colors on trees, and instead has seen record-breaking high temperatures and virtually no major storms in the Northeast.

1.2 million in Northeast without power as Tropical Storm Philippe fizzles out

(CNN)The Northeast struggled with power outages and commuting delays Monday morning as the remnants of Tropical Storm Philippe blew out of the region.

The storm left about 1.2 million customers without electricity, including 313,875 in Massachusetts and around 400,000 in Maine.

Maine was especially hard hit, and Gov. Paul LePage issued a state of emergency to give power companies more flexibility to make repairs.

Central Maine Power said it probably wouldn't be able to restore power on Monday because of widespread damage and the danger of downed power lines. Another round of high winds was expected in the afternoon.

"Our first priority is public safety, and crews are busy grounding and de-energizing downed lines so they don't pose a danger to first responders or the public," said Gail Rice, the utility spokeswoman.

Conditions across the region will slowly improve on Monday as the low-pressure system drifts into Canada, CNN meteorologist Dave Hennen said.

Colder air will push in behind the system for much of the East, he said. Frost was being reported as far south as the Florida Panhandle and snow may fall on the higher elevations of the Appalachians.

For many, the storm was an unpleasant reminder of Superstorm Sandy, which pummeled New York and New Jersey five years ago. Some New Englanders also remembered "the Perfect Storm" of October 30-31, 1991, which killed at least nine people.

So far, no deaths have been reported from Philippe.

Much of New England was dealing with flood watches Monday morning.

New York's Central Park reported more than 3 inches of rain and parts of Connecticut reported more than 5 inches of rain.

More than 60 million people in a dozen states from Maine to the Carolinas were under high wind warnings or wind advisories. The National Weather Service reported winds of 131 mph on Mount Washington in New Hampshire. In Massachusetts, Mashpee reported 82 mph and Nantucket 70 mph, the weather service said.

Transportation was slowed across the Northeast.
The Massachusetts Bay Transportation Authority warned commuters to expect delays across the system because of flooding and high winds that knocked trees down across tracks.

After a year that has seen concern about potential voicano eruptions in Iceland, Italy and Bali, volcanologists on the Canary Islands have been asked to work out whether the island of La Palma is facing an imminent eruption.

The experts have been asked to monitor activity on the island, which saw 400 tremors in 15 hours over the weekend, according to The Express.

La Palma hit by more than 40 mini-earthquakes

Close to Tenerife, Cumbre Vieja (meaning “Old Summit”) previously erupted in 1949 and 1971. After the recent tremors - and a 3.5cm rise in the earth over the past year - scientists have been asked to monitor the volcano, amid fears that an eruption might lead to an earthquake and possible tsunami.

So now a special hydrogeochemical monitoring programme has been set up in a bid to improve volcanic monitoring of the volcano. Scientists will take samples of subterranean waters and PH levels, conductivity, temperature and dissolved gas activity three times a week at four locations in Cumbre Vieja.

Meanwhile, a team from the National Geographic Institute (IGN) are monitoring the site around the volcano 24 hours a day.

Recent seismic movements of a low magnitude raised concerns over the volcano’s emerging activity, ranging between 1.5 and 2.7 on the Richter scale and up to 17.4 miles underground. While experts have warned that an eruption holds the potential of creating a tidal wave, academics have been quick to point out a mega tsunami is unlikely.

Iain Stewart, Professor of Geoscience Communication at the University of Plymouth, told The Independent: "The possibility of a catastrophic collapse of the volcano is a really controversial issue amongst geologists. There has certainly been large chunks of the volcanic island that have detached in the distant past, presumably associated with volcanic activity.

"But there's no evidence that this is happened in the last 10,000 years, and no signs that the collapse was so big and sudden that it produced huge tsunamis. It is theoretically possible, but most geologists think that smaller more localised collapses of the steep sides is more likely.

"This could generate local tsunamis with destructive waves a few metres high, but what we call transoceanic tsunamis are unlikely."
