I assume you're talking about the one directly to the left of your name?
That just means that you are online at the moment. It will show up next to the name of anyone who is online.
When you are offline it is not there.

Thank You Clearwater. Well I thought so too but now for example ,Blacklight43 and Malletzky are online but no blue pawn comes next to their name .
But than they don't have an avatar either ...

Looking at the Welcome page of the Mists, this pops out at me.
