    U.S. President Joe Biden has approved the transfer of Anti-Personnel Mines to Ukraine, revoking a Ban set by the Obama Administration; with the Ukrainian Government said to have given assurances that they will not use them in Populated Areas.

    The United States shut its embassy in Kyiv on Wednesday due to “specific information of a potential significant air attack” and told its citizens in Ukraine to be ready to swiftly seek shelter.

    The Italian and Greek embassies said they had also closed their doors after the unusual U.S. warning, while the French embassy remained open but urged its citizens to be cautious.

    On Tuesday, Ukraine used U.S. ATACMS missiles to attack an arms depot inside Russia, making use of newly granted permission from the outgoing administration of U.S. President Joe Biden on the 1,000th day of Russia’s full-scale invasion of Ukraine.

    “Out of an abundance of caution, the embassy will be closed, and embassy employees are being instructed to shelter in place,” the U.S. Department of State Consular Affairs said in a statement on the embassy’s website.

    “The U.S. Embassy recommends U.S. citizens be prepared to immediately shelter in the event an air alert is announced.”

    Drone Footage claimed to show the first use by the Ukrainian Air Force of British-Supplied “Storm Shadow” Air-Launched Cruise Missiles today against Russian Territory, with a Command Center and Troop Gathering Point in the Kursk Region having been targeted by roughly 12 Missiles.

    Russia is reportedly planning to launch a new intercontinental missile at Ukraine - the RS-26 Rubezh. The missile is capable of carrying nuclear warheads, has a range of up to 6,000 kilometers and weighs an estimated 40–50 tons.

    The Ukrainian Air Force is claiming today that Russia launched a Conventionally-Armed Intercontinental Ballistic Missile (ICBM) equipped with Multiple Reentry-Vehicles last night against the City of Dnipro, marking the first use in History of a ICBM during a Conflict. However, both U.S. and Western Officials have refuted these claims, stating that the Missile used against Dnipro was not an ICBM, but instead a Medium or Intermediate-Range Ballistic Missile.

    Ukraine claims that Russia has fired a conventionally armed intercontinental ballistic missile at the city of Dnipro.

    Please don't get caught up on the range of the missile system launched. Whether it was an ICBM or an IRBM, the range isn't the important factor.

    The fact that it carried a MIRVed payload is much more significant for signaling purposes, and is the reason Russia opted for it. This payload is exclusively associated with nuclear-capable missiles.

    Footage from last night’s Russian Ballistic Missile Attack on the City of Dnipro, shows that the Multiple Independently Targetable Reentry-Vehicle (MIRV) used, equipped to either an Intermediate-Range or Intercontinental Ballistic Missile, contained at least 6 Conventionally-Armed Warheads.

    The more dangerous possibility, again if a conventional ICBM was actually used, is that Russia is giving a final warning in the most explicit non-nuclear terms it can, before it contemplates a nuclear response to any continued Ukrainian attacks on its strategic forces.

    Additionally, after the Russian strike utilizing a Conventional Warhead of a MIRV-Equipped Intermediate or Intercontinental Ballistic Missile (still yet unclear), a French Foreign Ministry Spokesperson told AFP that “It’s clear that if this launch is confirmed, it would be an extremely serious event…”

    This comes as Western Decision-Makers have yet to offer a unified response to the strike, largely seen as a Signaling Strike.  

    At a U.S. State Department event this morning, the first official event since the strike, Secretary of State Antony Blinken did not address recent developments.
