    NWS Declares "Extremely Dangerous Situation" After Puerto Rico Dam Fails

    With electricity and cell phone service still offline across most of hurricane-damaged island, NBC reports that a dam in northwest Puerto Rico has failed, causing even more flash flooding and prompting emergency evacuations.

    Guajataca Dam operators said it failed at 2:10 pm ET, prompting the NWS to issue a flash flood emergency warning for Isabela and Quebradillas municipalities.

    "This is an EXTREMELY DANGEROUS SITUATION. Busses are currently evacuating people from the area as quickly as they can," NWS San Juan said.

    A warning was also issued for residents living in areas surrounding the Guajataca River who, according to NEW San Juan "should evacuate NOW" as their lives are in danger. According to federal reservoir data, the lake behind the dam, Lago de Guajataca, rose more than three feet between Tuesday and Wednesday, when the storm was still directly over the island. More recent data were unavailable.

    More than 95% of Puerto Rico’s wireless cell sites are currently out of service, according to the FCC. That is worse than the aftermath of Hurricane Irma, which knocked out 56% of the island’s wireless network. Federal Emergency Management Agency Administrator Brock Long said restoring electricity to the island “could take weeks or many, many months.”

    While the quake was luckily too far offshore to cause any damage, the Sacramento Bee writes that after Tuesday’s devastating earthquake in Mexico and the following smaller quakes that shook parts of California, "the West Coast is bracing for the worst."

    Time spoke to experts who pointed out that Southern California, Los Angeles and San Francisco were the most at-risk areas in the country for the next destructive quake. It’s been 160 years since the magnitude 7.9 earthquake near the San Andreas Fault, meaning a lot of pressure has built up over the years.
    The Bee writes that multiple smaller earthquakes have been reported throughout the state as Mexico continues to recover and rescue victims from Tuesday’s disaster, and today's "larger" quake appears to have been a culmination of the Mexico aftermath. A number of earthquakes were reported in the Bay Area on Wednesday, including one measuring magnitude 2.5 near San Jose, according to NBC Bay Area.

    On the central coast, a magnitude 3.2 quake hit San Juan Bautista on Wednesday morning, and a magnitude 2.8 earthquake rumbled between Gilroy and Morgan Hill about 10 a.m. Thursday, television station KSBW-8 reported.

    Stronger earthquakes were reported in Northern California, with a magnitude 3.8 earthquake reported in Shasta County and a 3.0 in Humboldt County. Still, John Bellini, a geophysicist with the U.S. Geological Survey, told SFGate the smaller quakes don’t necessarily mean the “big one” is in the near future. “It looks like normal activity,” Bellini said. “They’re all over the place. It’s not unusual.”

    Increased seismic activity doesn’t typically signal an impending larger seismic event, he said.

    “We can’t predict or forecast earthquakes,” Bellini said. “Sometimes before a large earthquake you’ll have a foreshock or two. But we don’t know they’re foreshocks until the big one happens.”

    Which, of course, is why California residents have been especially on edge in recent days.

    Engineers have developed a new technique to predict extreme events that seemingly occur without warning.

    Such events, from the instability inside a gas turbine to a sudden rogue wave in otherwise calm waters, are the result of the complex interplay between different conditions in the system.

    Now, MIT researchers have created an algorithm that can pinpoint the patterns leading up to real world phenomena, in hopes to develop ways to prevent them.

    THE NEW SYSTEM

    In the study, the team developed a computer algorithm that uses equations and available data to identify the warning signs of real world extreme events.

    Essentially, they explain, the algorithm acts as a sieve, to weed out the precursors that aren’t actually seen in the real-world system.

    The researchers tested their system on what’s known as the ‘holy Grail’ of extreme events.

    This is turbulent fluid flow, which describes chaotic fluid dynamics such as a plume of cigarette smoke, ocean circulation, and even the airflow around a jet engine.

    They found that the precursors their method predicted developed into extreme events 75-99 percent of the time.

    And, they say it could be applied to all sorts of systems that could occur in the real world.


    ‘Currently there is no method to explain when these extreme events occur,’ says Themistoklis Sapsis, associate professor of mechanical and ocean engineering at MIT.

    ‘We have applied this framework to turbulent fluid flows, which are the Holy Grail of extreme events.

    ‘They’re encountered in climate dynamics in the form of extreme rainfall, in engineering fluid flows such as stresses around an airfoil, and acoustic instabilities inside gas turbines.

    ‘If we can predict the occurrence of these extreme events, hopefully we can apply some control strategies to avoid them.’

    Typically, scientist attempt to predict extreme events in such systems using sets of complex mathematical formulas known as dynamical equations.

    Once solved, these equations can predict the state of a complex system over time.

    By plugging a set of ‘initial conditions’ into the equation, scientists can determine if they are warning signs to a particular event, based on the results.

    But, according to the researchers, this method relies on ill-understood physics, and often contain errors.

    ‘If we just blindly take the equations and start looking for initial states that evolve to extreme events, there is a high probability we will end up with initial states that are very exotic, meaning they will never ever occur for any practical situation,’ Sapsis says.

    ‘So equations contain more information than we really need.’

    ‘We used the equations describing the system, as well as some basic properties of the system, expressed through data obtained from a small number of numerical simulations, and we came up with precursors which are characteristic signals, telling us before the extreme events start to develop, that there is something coming up,’ Sapsis said.

    And, they say it could be applied to all sorts of systems that could occur in the real world.

    ‘This happens in random places around the world, and the question is being able to predict where these vortices or hotspots of extreme events will occur,’ Sapsis says.

    ‘If you can predict where these things occur, maybe you can develop some control techniques to suppress them.’

    MEXICO CITY (AP) — The Latest on earthquakes in Mexico (all times local):

    8:45 a.m.

    Quake alarms sounded in Mexico City as a new quake struck, prompting people with fresh memories of this week’s devastating temblor to flee homes and hotels.

    Alejandra Castellanos was on the second floor of a hotel in a central neighborhood and ran down the stairs and outside with her husband.

    In her words, “I was frightened because I thought, not again!”

    At the site of an office that collapsed Tuesday, street signs swayed and rescuers briefly evacuated from atop the pile of rubble before returning to work.

    Nataniel Hernandez lives in Tonala, one of the cities hardest hit by an earlier, Sept. 7 quake, which struck off the coast of southern Mexico with a magnitude of 8.1.

    He said by phone that it was one of the strongest movements he has felt since then. But he adds, “Since Sept. 7 it has not stopped shaking.”

    Search and rescue teams in Mexico City on Friday continued to look for people buried in the rubble from collapsed buildings after Tuesday’s magnitude 7.1 earthquake. (Sept. 22)

    A strong aftershock has rolled through Mexico City, swaying buildings and sending some people running into the street.

    The quake was much weaker than the magnitude 7.1 earthquake that hit on Tuesday, killing at least 295 people and knocking down buildings across the capital.

    It was not immediately clear if there were any new injuries or damage from the latest quake.

    A magnitude 8.1 earthquake struck earlier this month near the state of Chiapas.

    In the stylish Condesa neighborhood, young revelers typically spill out from dimly lit bars and restaurants on a Friday night. But the first weekend since a 7.1 magnitude earthquake toppled buildings just blocks away began on a somber note.

    Instead of crowds gathered with beers, small handfuls of rescue workers still dressed in reflective vests took breaks from digging through rubble. Entire restaurants with white linen tables were empty. Metal gates shuttered others.

    “It feels lifeless,” said Mariana Aguilar, 27, a hostess at a bar and restaurant who stood waiting for guests yet to arrive.

    The upscale Mexico City neighborhood was one of the hardest hit by the quake that killed at least 295 people, with more than a half-dozen collapsed buildings in the immediate vicinity. The few Condesa residents who ventured out Friday night said they were anxious for relief from an anguishing week.

    “The city is still quite tense,” said Israel Escamilla, an engineer, as he sipped a plastic cup filled with Coke at an empty bar. “But as good Mexicans we have to keep lending support however we can.”

    As earthquake rescue operations stretched into Day 5, Mexico City residents throughout the city held out hope that dozens still missing might be found alive.

    More than half the dead —157 — perished in the capital, while another 73 died in the state of Morelos, 45 in Puebla, 13 in Mexico State, six in Guerrero and one in Oaxaca.

    Along a 60-foot stretch of a bike lane in Mexico City’s downtown, families huddled under tarps and donated blankets Friday, awaiting word of loved ones trapped in the four-story-high pile of rubble behind them.

    “There are moments when you feel like you’re breaking down,” said Patricia Fernandez Romero, who was waiting for word on the fate of her 27-year-old son. “And there are moments when you’re a little calmer. ... They are all moments that you wouldn’t wish on anyone.”

    Along the bike lane, where families slept in tents, accepting food and coffee from strangers, people have organized to present a united front to authorities, who they pressed ceaselessly for information.

    They were told that water and food had been passed along to at least some of those trapped inside. Fernandez said officials told them they knew where people were trapped on the fourth floor.

    It’s the moments between those bits of information that torment the families.

    SAN JUAN, Puerto Rico (AP) — Puerto Rican officials could not communicate with more than half the towns in the U.S. territory as they rushed to evacuate tens of thousands of people downstream of a failing dam and the massive scale of the disaster wrought by Hurricane Maria started to become clear.

    Authorities launched an evacuation of the 70,000 people living downstream from the Guajataca Dam in northwest Puerto Rico, sending buses to move people away Friday and posting frantic warnings on Twitter that went unseen by many in the blacked-out coastal area.

    “This is an EXTREMELY DANGEROUS SITUATION,” the National Weather Service wrote. “All the areas around the Guajataca River must evacuate NOW. Your lives are in DANGER.”

    The 345-yard (316-meter) dam, which was built around 1928, holds back a man-made lake covering about 2 square miles (5 square kilometers). More than 15 inches (nearly 40 centimeters) of rain fell on the surrounding mountains after the Category 4 Maria left the island Wednesday afternoon, swelling the reservoir behind the nearly 90-year-old dam.

    An engineer inspecting the dam reported a “contained breach” that officials quickly realized was a crack that could be the first sign of total failure of the dam, U.S. National Weather Service meteorologist Anthony Reynes said.

    There are conflicting reports as to the strength of the quake, with South Korea’s weather agency reporting that it measured 3.0 on the Richter Scale, as cited by the country’s Yonhap news agency.

    The Korea Meteorological Administration added that “the quake is presumed to have occurred naturally.”

    "A sound wave, which is usually generated in the event of an artificial earthquake, was not detected,” an agency official told Yonhap.

    Japanese news agency Kyodo reports, however, that the quake was caused by a “suspected explosion” at the site.

    Lassina Zerbo, Executive Secretary of the Nuclear proliferation watchdog the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) confirmed that an investigation is already underway following "unusual seismic activity."

    Zerbo said the tremor, and a second “seismic event,” took place roughly 50km from the site of previously confirmed tests, adding that they were “unlikely Man-made.”

    US East Coast residents have been told to monitor Hurricane Maria as it barrels away from the Caribbean and Puerto Rico.

    The National Weather Service warned on Saturday that the storm, which has already killed at least 10 people in Puerto Rico and 30 in total, now threatens to bring life-threatening swells and rip currents to part of the southeast coast.

    All of the Mid-Atlantic states - New York, New Jersey, Pennsylvania, Delaware, Maryland, Washington DC, Virginia and West Virginia - and both the Carolinas were warned to look out for developments on Sunday and Monday.

    Maria is still a Category 3 storm. It has moved away from Puerto Rico but is still wreaking havoc on the small island nation.

    It is now thundering over the Atlantic and is around 250 miles from Great Abaco Island in The Bahamas.

    As the week goes on, the hurricane is expected to creep back towards the shore and come close to the Carolinas on Wednesday and Thursday afternoon, bringing with it waves of up to 7ft and threatening beach erosion.

    The hurricane is expected to weaken as it gets closer to land. On Saturday afternoon, maximum sustained winds at its center were 115mph.  
    On Friday, a dam at Lake Guajataca in Puerto Rico failed, sending gushes of water pouring down on the already vulnerable municipalities below.
    70,000 people had been warned to evacuate suddenly on Friday in anticipation of the dam failure.

    Maria now has The Bahamas and Bermuda in her sights. Both were included in The National Weather Service's advisory on Saturday afternoon.
    'On the forecast track, Maria will move away from the Bahamas and offshore of the southeastern coast of the United States.

    'Interests along the Carolina and Mid-Atlantic coasts should monitor the progress of Maria. Tropical storm or hurricane watches may be needed for a portion of the coast on Sunday,' the advisory said.

    The warning on Saturday came after a terrifying torrent of water swept through Puerto Rico after a dam failed at Lake Guajataca in the northwest region.
    Water was seen sweeping through the municipalities of Isabela and Quebradillas after the dam sustained structural damage from Hurricane Maria.
    Nearly 16 inches of rain fell in the area, significantly raising water levels on the 90-year-old dam.

    Earlier, Puerto Rican authorities had scrambled to evacuate as many as 70,000 people after the National Weather Service warned that failure of the dam was 'imminent' and could lead to 'life-threatening' flash flooding.

    MIT engineers have created an algorithm that can pinpoint the underlying patterns leading up to real world 'extreme events,' in hopes develop ways to prevent them.
    Engineers have developed a new technique to predict extreme events that seemingly occur without warning.

    Such events, from the instability inside a gas turbine to a sudden rogue wave in otherwise calm waters, are the result of the complex interplay between different conditions in the system.

    Now, MIT researchers have created an algorithm that can pinpoint the patterns leading up to real world phenomena, in hopes to develop ways to prevent them.



    Engineers have developed a new technique to predict extreme events that seemingly occur without warning. Such events range from the instability inside a gas turbine to a sudden rogue wave in otherwise calm waters

    THE NEW SYSTEM

    In the study, the team developed a computer algorithm that uses equations and available data to identify the warning signs of real world extreme events.

    Essentially, they explain, the algorithm acts as a sieve, to weed out the precursors that aren’t actually seen in the real-world system.

    The researchers tested their system on what’s known as the ‘holy Grail’ of extreme events.

    This is turbulent fluid flow, which describes chaotic fluid dynamics such as a plume of cigarette smoke, ocean circulation, and even the airflow around a jet engine.

    They found that the precursors their method predicted developed into extreme events 75-99 percent of the time.

    And, they say it could be applied to all sorts of systems that could occur in the real world.

    ‘Currently there is no method to explain when these extreme events occur,’ says Themistoklis Sapsis, associate professor of mechanical and ocean engineering at MIT.

    ‘We have applied this framework to turbulent fluid flows, which are the Holy Grail of extreme events.

    ‘They’re encountered in climate dynamics in the form of extreme rainfall, in engineering fluid flows such as stresses around an airfoil, and acoustic instabilities inside gas turbines.

    ‘If we can predict the occurrence of these extreme events, hopefully we can apply some control strategies to avoid them.’

    Typically, scientist attempt to predict extreme events in such systems using sets of complex mathematical formulas known as dynamical equations.

    Once solved, these equations can predict the state of a complex system over time.

    By plugging a set of ‘initial conditions’ into the equation, scientists can determine if they are warning signs to a particular event, based on the results.

    But, according to the researchers, this method relies on ill-understood physics, and often contain errors.

    ‘If we just blindly take the equations and start looking for initial states that evolve to extreme events, there is a high probability we will end up with initial states that are very exotic, meaning they will never ever occur for any practical situation,’ Sapsis says.

    ‘So equations contain more information than we really need.’

    Authorities said nearly 50,000 people have fled the Indonesian tourist Island of Bali Sunday, fearing a looming volcano.

    The authorities said Mount Agung has seen signs of magma rising in the recent days, forcing to create a 7.5 mile buffer zone around the mountain where the volcano is located.

    The highest level alert was issued on Friday.

    Popular tourist areas and flights in Bali remain unaffected, despite Indonesia’s national volcanology center saying on Sunday night that the mountain’s “seismic energy is increasing and has the potential to erupt,” the BBC reported.

    The eruption would halt all flights – pressuring tourists to cut their vacations short to avoid getting stranded on the island during the disaster.

    “It's obviously an awful thing. We want to be out of here just to be safe,” an Australian woman at the Bali airport told AAP.

    The geology observers witnessed a 200m-tall smoke column on early Sunday. “We observed sulphuric smoke spewing from its crater and we never saw this before,” chief geologist Gede Suantika told Reuters.

    The last time the volcano erupted was in 1963 that killed around 1,100 people.

    Thousands of islanders are currently residing in temporary shelters, village halls, or staying with their family members. 14 tons of aid, including tents, blankets, and mattresses were sent, according to a government official.

    Some local residents have defied the government’s order to evacuate out of concern over the fate of their livestock, prompting some to use the potential catastrophe to buy up the livestock at the discounted rate, the Jakarta Post reported.

    This forced to some organizations to set up cattle shelters. “That’s why we set up these cattle shelters, to provide displaced people with a place for their cattle, thus, eliminating the need for them to sell their livestock at ridiculously low prices,” Klungkung neighborhood association head Nyoman Suardika told the Post.

    A HUGE volcano in Vanuatu which has been threatening to blow for several weeks has erupted, prompting the South Pacific Ocean nation to declare a state of emergency. The Monaro Voui volcano, located on the northern island of Ambae, has been simmering for weeks and finally erupted on Tuesday, September 26.

    Some 7,000 residents – roughly 70 per cent of the population of Ambae – have forced to evacuate over the last few days as the threat of an eruption grew larger.

    The Vanuatu Meteorology and Geo-Hazards Department raised the alert level from three to four over the weekend as it warned of “flying rocks and volcanic gas”.

    Vanuatu's National Disaster Management Office director, Shadrack Welegtabit, said: “There's ash, fire, stones and lava being thrown out from the mouth of the volcano.

    “There's a lot of activity going on.”

    The Meteorology and Geo-Hazards Department said that villages within a 6.5 kilometre radius of the volcano could be affected by the eruption, but warned that areas even further afield could be exposed ash falls and acid rain.

    The volcano has been active since 2005, when it last erupted, but there has been a notable increase in activity over the last few weeks.

    Officials said on Sunday morning that the volcano had not yet erupted and there did not appear to be any ash.

    However, a 12km zone circling the mountain has been declared unsafe, they said.

    A HUGE superstorm born from TWO massive Atlantic hurricanes is set to rip into Britain NEXT week and bring weather hell to the UK. Violent gales and torrential downpours will bring chaos across the country with power and transport networks facing severe disruption.

    The latest weather models show Hurricanes Lee and Maria - currently located off the east coast of the United States - merging in the mid-Atlantic Ocean to form a colossal new storm.

    Both Hurricanes are currently at Category One strength as they make their way across the Atlantic. Latest GFS tracks released this morning show the projected path of the newly formed storm hitting the UK early next week.

    Meteorologists fear an extremely violent post-tropical cyclone - Storm Brian - will form and head straight for the UK.

    The current projected path of Storm Brian - as it will be called if it severely threatens the UK - shows it making landfall next Monday, with the churning vortex smashing first into Ireland, then mainland Britain.

    Britons should brace themselves for “a bang” according to experts who warn the nation faces “significant” disruption. Jim Dale, forecaster for British Weather Services, said megastorm caused by Maria and Lee coming together could give rise to the UK’s second named storm of the season.

    He said: “Both hurricanes are located around the northeast coast of America but we expect them to get together around Sunday.

    “The jet stream is powering up and as it swings southwards towards the end of the week it will help steer the remnants of these storms towards us.

    “Both of these are powerful systems and when they get caught up in the jet stream they could be given more life.”

    Meteorologists are keeping a very close eye on developments over ocean waters and the track of the jet stream over the next few days.

    Mr Dale added: “We do have the potential for major winds next week. A significant October storm is not out of the question.

    “It is likely we will see severe gales, perhaps not right across the whole country, but certainly one to watch.”

    The US National Hurricane Center issued a revised forecast warning that Hurricane Maria would turn east-northeastward towards Britain - and Lee - and accelerate within 48 hours.

    It said hurricane-force winds currently extend outward up to 105 miles from the centre of Maria and tropical-storm-force winds up to 240 miles. Lee is smaller, with a hurricane force wind field of 15 miles and tropical-storm-force winds extending outward up to 45 miles.

    Lee and Maria are currently causing 75 to 100mph winds offshore the mainland US. Latest ECM TC tracks also show both hurricanes heading East North East.

    WX Charts tweeted: "The GFS again showing remnants of #Maria and #Lee combining with an extra-tropical low and heading towards the British Isles by Sunday." Weather forecaster Jim Cantore said: "Lee is firing up and trying to meet up with Maria before they both take off for a trip and transition on the way to Europe."

    Maria and Lee are expected to make an extratropical transition by combining with low pressure in the Atlantic later heading toward the UK by Sunday.

    Maria is still much bigger in size than Lee despite both being Category One hurricanes however wind speeds are at similar levels in both.

    Latest NOAA update on Maria and Lee show Maria weakening slightly as it continues northward while Lee is still strengthening and moving at high speed.

    Both are forecast to make an abrupt northeastwards turn later this week before Maria engulfs Lee to form a new, major storm.

    This will give rise to one deep low pressure system which, helped by the jet stream, will then hurtle towards the west coast of Britain.

    Hurricane Maria Has Transformed Puerto Rico Into A "Cash Only" Economy

    Electricity, internet access and cell phone service have been offline in parts of Puerto Rico for a whole week. And with the island still struggling to rescue people stranded in remote villages, those managing the emergency recovery effort have yet to focus their attentions on the monumental task that looms ahead: Rebuilding the island’s devastated infrastructure, from communications to sewers and water treatment plants that have been damaged by flash flooding and 155 mph winds that Hurricane Maria visited upon the island.

    The damage, as Bloomberg reports, has essentially knocked Puerto Rico’s economy back into the 1950s. For locals who’re struggling to begin the process of rebuilding their damaged homes, shops across the island are only accepting cash.

    The cash economy has reigned in Puerto Rico since Hurricane Maria decimated much of the U.S. commonwealth last week, leveling the power grid and wireless towers and transporting the island to a time before plastic existed. The state of affairs could carry on for weeks or longer in some remote parts of the commonwealth, and that means it could be impossible to trace revenue and enforce tax rules.

    The situation further frustrates one of the many challenges already facing a government that has sought a form of bankruptcy protection after its debts swelled past $70 billion: boosting revenue by collecting money that slips through the cracks.

    The cash-only economy could create problems for the island’s cash-strapped government, as business owners will no doubt be tempted to avoid declaring some of their revenues, depriving PR’s government of badly needed revenue.

    In fact, the power blackout only exacerbates a situation that has always been, to a degree, a fact of life in Puerto Rico. Outside the island’s tourist hubs, many small businesses simply never took credit cards, with some openly expressing contempt for tax collectors and others claiming it was just a question of not wanting to deal with the technology.

    But those were generally vendors of bootleg DVDs, fruit stands, barbers - not major supermarkets. Now, the better part of the economy is in the same boat.
    And after a week without power, the few ATMs on the island that still work have run dry, while most others are simply out of service.

    As Bloomberg reports, many Puerto Ricans were still living off what money they thought to withdraw ahead of the storm. When a branch of Banco Popular in San Juan opened on Monday morning, the line stretched about 200 people deep for banking and ATM services. People fanned themselves with whatever they could find and held umbrellas against the sun. At the back stood Giddel Galliza, 64, a music teacher.

    “I didn’t want to come because of the lines,” he said. “I need money for basic needs, food, gas - my tank is full but it won’t be forever. I normally pay with my card.”

    A similar situation unfolded at a Banco Santander across the street. Erasmo Santiago, a 63-year-old mailman, said he was actually a Popular client but opted to pay a fee and go for the slightly shorter line. “I have my mom living with me, she’s 83,” he said. “So I need money.” Some store owners, even those in areas of San Juan that are heavily policed, worry that carrying so much cash could leave them vulnerable to a robbery.

    In post-hurricane San Juan on Monday, commerce picked up ever so slightly. With a little effort, you could get the basics and sometimes more: diapers, medicine, or even a gourmet hamburger smothered in fried onions and gorgonzola cheese.

    But almost impossible to find was a place that accepted credit cards.

    “Cash only,” said Abraham Lebron, the store manager standing guard at Supermax, a supermarket in San Juan’s Plaza de las Armas. He was in a well-policed area, but admitted feeling like a sitting duck with so many bills on hand. “The system is down, so we can’t process the cards. It’s tough, but one finds a way to make it work.”

    Ultimately, turning the ATMs back on probably ranks lower on the island’s list of priorities than, say, keeping the diesel generators that are powering hospitals in operation, or evacuating 70,000 people from a river valley in danger of being flooded after a nearby dam failed.

    Depending on how long outages persist, Puerto Ricans in some areas may need to resort to bartering for essential goods, as residents find ever more creative ways to transact in the absence of modern technology.

    Australian and Singaporean airlines still flying to Bali have confirmed they will be carrying extra fuel in case Agung erupts, but say flights are operating normally until further notice.

    The planes will be safeguarded with the increased petrol should they need to divert away from the area due to a volcanic explosion.

    Agung last erupted in 1963, sending lava flowing as far as seven kilometres into villages and debris ejected as high as 10 kilometres in the air. The explosion claimed more than 1,000 lives.

    Bali President Joko Widodo visited the area on Tuesday, encouraging local residents to evacuate the area and seek safety in the shelters set up for those without homes.

    'While the government will continue to try to minimize the economic losses of the community, the most important priority is the safety of the people here,' Widodo said.

    'So I ask all people around Mount Agung to follow instructions from the officials and minimize the impact of this volcano.'

    Australian Bali Nine member Scott Rush is among the 166 prisoners moved from the notorious Karangasem jail which could be affected if Agung erupts.

    The proximity of the citizens of the island to the volcano, particularly in the north and south, mean residents are at a high risk of toxic volcanic gas, debris and acid rain.

    San Juan's airport is finally up and running with nearly 100 arrivals and departures daily, including military and relief operations as well as more than a dozen commercial passenger flights.

    The Federal Aviation Administration is taking reservations for arrival and departure slots to manage space at the airport and safely separate aircraft in the air.

    Maria destroyed or disabled a number of essential radar, navigation and communication systems, so the FAA has been bringing in replacements by air and sea, and technicians are working now to get them working.

    WAVES, N.C. (AP) — Winds and storm surge from Tropical Storm Maria lashed North Carolina’s Outer Banks on Wednesday as the storm moved by well off-shore.

    Dare County Emergency Management Director Drew Pearson said in an email that the high tide early Wednesday flooded roads in the area and travel remained hazardous. Pearson said the worst problems were on Hatteras Island, where more than 10,000 visitors left under an evacuation order earlier this week.

    Pearson said no injuries had been reported.

    Already, the ocean had washed over parts of N.C. 12, the main road running along the Outer Banks.

    The National Weather Service reported winds had increased to 70 mph (112 kph) by daybreak, about 15 miles higher than earlier in the morning.

    A fine rain was falling, with patches of blue sky occasionally showing through. Police set up a check point to block all traffic heading south on N.C. 12 except for residents and reporters. Evacuations remained in place for visitors on the Hatteras and Ocracoke islands.

    As the winds picked up, waves crashed up to and beyond ocean-front homes on the stretch of the highway between the unincorporated communities of Rodanthe and Avon.

    The Atlantic Ocean has been washing under waterfront homes and onto side streets since Tuesday at high tide in parts of Avon, said Tony Meekins, 55, a lifelong resident.

    Mother Nature keeps chopping at it,” said Meekins, an engineer on the temporarily halted Hatteras-Ocracoke ferry. “We see storm after storm.”

    Standing near Avon’s closed fishing pier, Meekins said anything is possible when it comes to Maria. He said the dune line along much of this part of Hatteras is gone, pounded down by previous storms.

    Water also began washing on Tuesday across sections of N.C. 12, the only road to and from Hatteras Island. A layer of wet sand remained on the road Wednesday.

    Chip Stevens owns Black Beard’s Lodge, a 38-unit hotel on Ocracoke. He said his main concern is that the highway remains passable, both on Hatteras and Ocracoke islands, because most businesses, tourists and supplies travel down that road and across on a ferry.

    The weather affecting the Outer Banks, among the most fragile islands in the continental United States, is the latest swipe from this year’s devastating hurricane season.

    The islands were expected to get only a glancing blow as weakening Tropical Storm Maria was forecast to move about 150 miles (240 kilometers) offshore Wednesday. But officials warned that severe beach erosion was likely there and along the mid-Atlantic coast.

    Texas, Florida, several small Caribbean islands and Puerto Rico have all seen worse this year. Puerto Rican officials said electrical power may not be fully restored for more than a month after the grid was destroyed by Maria’s Category 4 hurricane winds last week. More than 3 million of the island’s U.S. citizens still lack adequate food, water and fuel.

    In North Carolina, officials warned the surge of ocean water and waves from Maria would overwhelm island sand dunes from both sides Wednesday. Bulldozers were already in place to push the sand off Highway 12 when water subsides.

    Maria is predicted to erode more than half the dunes along North Carolina’s 300-mile (485-kilometer) coast. Beaches in Maryland and Virginia could fare even worse, with two-thirds seeing erosion and the ocean washing over the dunes on one-third of them, according to the U.S. Geological Survey.

    The forecast flooding forced more than 10,000 visitors to leave their beach vacations on the North Carolina barrier islands of Hatteras and Ocracoke.

    The evacuation orders didn’t apply to local residents, who are now resigning themselves to economic losses as well as more flood damage after a double pounding by last year’s tropical weather.

    Sarah Midgett lost her car during Hermine and her home was severely damaged by Matthew’s floods. After the dunes got hit by Jose this month, Maria pushed through the weakened natural barrier Tuesday, washing over parts of Hatteras.

    “It’s insane how much the beach has eroded,” said Midgett, who moved many of her belongings off her floor, just in case.

    Maria weakened to a tropical storm Tuesday afternoon as the winds finally dipped below hurricane strength for the first time in nine days.

    As of 8 a.m. Wednesday, Maria was centered about 155 miles (249 kilometers) east of Cape Hatteras.

    A tropical storm warning was in effect for the North Carolina coast from Bogue Inlet to the Virginia border, and meteorologists said a storm surge could hit from Ocracoke Inlet to Cape Hatteras.

    Hurricane Lee, meanwhile, was gradually strengthening far off in the open Atlantic, where it was expected to swing north and east again before tropical storm-force winds reach Bermuda.

    While attention is focused on the potential imminent eruption of Mount Agung in Bali, another deadly Indonesian volcano has dramatically exploded.

    Mount Sinabung, in northern Sumatra, spewed plumes of ash 2.5km into the air as it erupted at 1.23pm local time on Wednesday.

    Thousands of villagers were evacuated from around the mountain, the most active of the country's 130 active volcanoes, and warned to stay at least 7km away.

    Authorities feared lava flows could cascade down the mountain and destroy homes, as has happened several times.
    The volcano explodes so frequently, warning signs are permanently stationed around it warning against going near it.
    Only last month another eruption rocked the area, blasting ash 4.2km into the air and causing pyroclastic flows many kilometres across surrounding countryside.

    Earlier in the year 10 people were killed in another eruption, with its death toll sitting at 20 in the past decade, including four high school students and their teacher on a school excursion.

    Sinabung is located on the 'Ring of
    Fire', a volatile zone of seismic activity with hundreds of active volcanoes and 90 per cent of the world's earthquakes.
    An even bigger eruption could be imminent 2,500km away in Bali where Mount Agung is on the highest alert level.

    Scientists said there were 1,000 tremours around the island's highest peak in a single day and if they continue it could erupt in a matter of hours.

    More than 75,000 people fled a 12km radius around Agung, fearing a repeat of its last eruption in 1963 when 1,000 died.

    El Capitan was the scene of another rock slide on Thursday with witnesses saying it was almost three times the size of the slide from the previous day.

    Yosemite National Park had another massive rock fall Thursday, just one day after a slab plummeted from El Capitan, killing a British climber and injuring a second.

    Thursday's rock fall was larger than Wednesday's on the iconic rock formation, Ken Yager of the Yosemite Climbing Association said. He described a large cloud of dust filling the sky as sirens wailed.

    Images from the park showed a huge plume of smoke in the wake of the rock fall. Yager said traffic on a road near the base of El Capitan was stopped.

    No injuries were immediately reported.

    Just witnessed the latest rock fall at the base of #ElCapitan #Yosemite.

    A climber at Yosemite said the second slide was easily "three times the size" of the first.

    Ryan Sheridan had just reached the top of El Capitan when Thursday's slide let loose below him.

    He told The Associated Press that "there was so much smoke and debris" and clouds of dust filled the entire valley below.

    He said Thursday's rock slide happened in the same location as the one that occurred a day earlier.

    It was on Wednesday when the first granite slab described as "the size of an apartment building" fell off the face of El Capitan, leaving at least one climber from the UK dead and another injured.


    "I saw a piece of rock, white granite the size of an apartment building, at least 100 feet by 100 feet, suddenly just come peeling off the wall with no warning," said Canadian climber Peter Zabrok, 57, who was scaling El Capitan and was above the rock fall said on Wednesday.

    El Capitan is one of the world's largest granite monoliths, towering 4,000 feet above Yosemite Valley.

    Mountaineers from around the world travel to the park in the Sierra Nevada to scale El Capitan's sheer face. Autumn is one of the peak seasons because the days are long and the weather is warm.

    AN EXPLOSION OF PINK OVER ALASKA: Knowing that a solar wind stream was heading for Earth, forecasters predicted a geomagnetic storm last night. However, they didn't predict it would be so strong, a G3-class event. Marketa S. Murray photographed the pleasant surprise outside Fairbanks, Alaska:

    "It was one of the best shows I've seen," says Murray, a longtime Alaska sky watcher and aurora tour guide. "The auroras were remarkable for their amazing pink and purple color."

    The pink color is a sign of nitrogen. Most auroras are green--a verdant glow caused by energetic particles from space hitting oxygen atoms 100 km to 300 km above Earth's surface. Pink appears when energetic particles descend lower than usual, striking nitrogen molecules at the 100 km level and below. The solar wind stream currently blowing around Earth seems to be sending particles deep enough into Earth's atmosphere to spark this lovely type of aurora.

    "The sky absolutely exploded with auroras," says Stålnacke. "Just before the sky went on fire, a bright fogbow was seen, brought on by incredibly bright lights on the hill where I was standing."

    Fogbows are close cousins of rainbows, and they are formed in essentially the same way: light bounces in and out of water droplets. The difference is droplet size. Large raindrops make rainbows. Smaller droplets make fogbows. Small droplets don't separate the colors of sunlight as widely as large raindrops do. In a fogbow, therefore, the colors are smeared together, producing a ghostly-white arc.

    Earlier this month scientists detected two solar flares, with the second the most powerful seen in a decade.

    And tracking devices have now revealed an even bigger flare appears to be forming on the Sun and could be headed our way.

    These types of flares are so powerful they can disrupt communications, including radio and navigation systems.

    They can also cause chaos with electronic items, making some robot but others burn out or catch fire.

    The solar flare also produces extra radiation that can harm astronauts in space.

    Speaking earlier this month, Brian Gaensler, an astrophysicist at the University of Toronto gave a stark warning of the carnage solar flares can cause.

    “The concern here is that if the radiation from a solar flare hits the earth, it can knock out satellites, disrupt mobile phones, and other forms of communication,” he said.

    And NASA bosses have been left scratching their heads at the Sun’s series of colossal solar storms.

    Activity on the surface of the Sun should be at its lowest point as the sphere of hot plasma reaches what is known as “solar minimum”.

    The Sun is currently on an 11-year cycle where solar storms increase and decrease in intensity – with the most recent beginning in 2008 and lasting until 2019.

    But while we are in a dip and should be seeing less activity on the star, the sun has been more active in the past few weeks than it has in years.

    VIOLENT gales whipped up by the remains of a powerful Atlantic hurricane will batter swathes of the country from tonight. Weather warnings for wind and rain in west of UK.

    Scotland and northern England face power outages and travel mayhem as ex-hurricane Lee swipes the region.

    Western Britain and parts of Wales battened down the hatches this morning as the first signs of the storm arrived.

    Warm air associated with Hurricane Lee has been picked up by a separate low-pressure system edging towards the UK.

    Strong winds from the remains of an Atlantic hurricane will batter swathes of the UK from tonight
    This will move northwards towards Scotland over the next 24 hours sparking rush-hour chaos tomorrow morning.

    The full force of Lee was initially feared to strike today unleashing gales and torrential downpours down the west coast.

    The Met Office has since removed a severe weather warning for the region after it emerged  the impact would be lower than expected.

    However alerts are still in place through tomorrow when damaging gales and heavy rain threaten to hammer the north.

    Met Office forecaster Greg Dewhurst said: “Low pressure is now in charge of the weather.

    “The remnants of Lee have been taken up by a separate low-pressure system we are keeping our eyes on.

    “We have already had gale-force gusts around the western coasts of Scotland, northern England and Wales and it will stay windy and drizzly through the day.”

    Stormy weather will pick up tonight with gusts of 70mph forecast across Scotland and the north tomorrow, he added.

    He warned much of the country will be grey, wet and windy before the remnants of a second ex-hurricane – Maria – hit southern England during the day.

    “It is through this evening and into Monday when an area of low pressure pushes further south,” he said.

    “Winds will strengthen across Scotland and northern England and this is what we are more concerned about.

    “There could be some problems through rush hour with disruption to local transport services, roads and ferry routes.

    “We are looking at a combination of heavy showers and wind across the northern half of the UK through Monday.

    “We will then see the remnants of Ex-Maria move in across the southern half of the UK bringing spells of rain for a short time.

    “This will then clear allowing high pressure to build into Tuesday, however there are signs of things tunic more unsettled again later in the week.”

    Varying weather models showing different effects from Lee and Maria have had meteorologists scratching their heads over the past week.

    Last week the Met Office issued a severe weather warning for wind and rain down the west coast of Britain.

    Winds will strengthen across Scotland and northern England


    This was pulled yesterday afternoon when it emerged the greatest impact would hit Scotland and the north on Monday.

    Mr Dewhurst said: “There is always some uncertainty with ex-hurricanes when they come towards the UK and a few of the models were showing different rainfall totals.

    “With an ex-tropical feature coming into the mix we would have expected this sort of rainfall, but the last model runs showed this backing off.”

    A severe weather warning for wind is in place across Scotland and the northern half of England from midnight tonight.

    Met Office chief forecaster Paul Gundersen said: “Strong west or northwest winds are likely to affect northern areas of the UK on Monday.

    “Some delays to road, rail, air and ferry transport are likely.

    “Some bus and train journeys may be affected with some journeys taking longer.

    Latest models show Hurricane Maria and Hurricane Lee to merge and strike into the UK.

    “Delays for high-sided vehicles on exposed routes and bridges are likely.

    “Some short term interruptions to power supplies are possible.

    “Winds are expected to strengthen across northwestern areas on Sunday evening with a swathe of gale force winds expected to cross many northern parts of the UK during Monday.

    “Gusts of 50-60 mph are likely to develop quite widely, with gusts of 70 mph possible over parts of northern and western Scotland and more locally over high ground elsewhere.”

    Most at risk regions are Central Scotland; Tayside and Fife; Grampian; The Highlands;  Northeast England; North West England;  Orkney and Shetland; southwest Scotland; The Lothian Borders; Strathclyde and Yorkshire and Humber.
